Improving U.S. crypto regulations and global stablecoin policy frameworks are emerging as major catalysts for the 2025 crypto bull cycle, with Bitcoin potentially topping $150,000, according to Alice Li, head of U.S. at Foresight Ventures.


Policy Shifts Driving the 2025 Crypto Market Rally

Speaking during Cointelegraph’s Chain Reaction X Spaces event on June 3, Li emphasized that “one of the strongest drivers is definitely the policy change” behind this year’s market momentum. Specifically, she cited:

  • U.S. President Donald Trump’s support for Bitcoin reserves
  • Progress on stablecoin regulations, such as the GENIUS Act

“Stablecoin will be one of the strongest places that I would invest long term,” said Li, highlighting the strategic importance of the stablecoin sector in shaping digital finance.


GENIUS Act Could Trigger Global Regulatory Ripple Effect

The Guiding and Establishing National Innovation for US Stablecoins (GENIUS) Act, which awaits a full Senate vote, aims to establish regulatory clarity around:

  • Stablecoin collateralization standards
  • Anti-money laundering (AML) compliance

Li called the GENIUS Act a “good start” and believes it will set an innovation benchmark for global regulators. She expects countries like Singapore and Hong Kong to follow closely.

Hong Kong has already moved in parallel, passing a Stablecoin Bill on May 21 that allows major financial firms to apply for stablecoin issuance licenses through the Hong Kong Monetary Authority. The bill is expected to be fully enacted before the end of 2025.


Bitcoin to $150,000? Rate Cuts and Regulation Could Fuel Rally

Li believes that Bitcoin (BTC) could surge to $150,000 or higher in this cycle—if key catalysts align.

“I’m a strong believer in Bitcoin and the crypto market. So I think Bitcoin could go to at least $150,000 in this cycle,” she said.

One of the most influential short-term drivers could be a rate cut from the U.S. Federal Reserve. According to CME Group’s FedWatch tool, there’s a 95% probability the Fed will maintain current rates at its next FOMC meeting on June 18, but future cuts could spark bullish momentum.


VC Activity Slows Amid Macro Uncertainty

Despite bullish sentiment, crypto VC activity dropped to a 2025 low in May, with just 62 deals totaling $909 million, reflecting macro-driven and seasonal liquidity slowdowns ahead of summer.
