New TLS Attestation tool helps researchers cryptographically verify phishing attacks targeting crypto users
Security Alliance (SEAL) has introduced an innovative tool designed to help cybersecurity professionals authenticate phishing reports — a growing problem that cost crypto users over $400 million in thefts during the first half of 2025.
The nonprofit said on Monday that the system, called “TLS Attestations and Verifiable Phishing Reports,” enables security researchers to verify that a reported phishing website is genuinely malicious, even when scammers use advanced cloaking techniques to conceal harmful content from detection systems.
“What we needed was a way to see what the user was seeing,” SEAL explained. “If someone claims a URL was serving malicious content, we can’t just take their word for it.”
The group noted that attackers often deploy “cloaking features” that display harmless content to automated scanners while showing malicious interfaces to victims — a tactic that has long frustrated cyber analysts.
How SEAL’s verification system works
The TLS Attestations system employs a trusted cryptographic server, or “oracle,” to securely validate web sessions. When a user connects to a suspicious site, the attestation process records encrypted session data — proof of what was actually served by the site — without exposing sensitive information.
This allows experts to generate cryptographically signed “Verifiable Phishing Reports”, showing exact evidence of phishing activity without the need to directly revisit the malicious domain.
According to SEAL, this innovation creates a trusted verification layer that prevents attackers from falsely discrediting phishing claims or manipulating what investigators can observe.
The launch of Verifiable Phishing Reports marks a major advancement in crypto security infrastructure, providing a transparent, cryptographic way to confirm, share, and archive phishing incidents.
By combining Transport Layer Security (TLS) and attestation proofs, SEAL aims to strengthen global collaboration among cybersecurity professionals and make crypto scams harder to conceal than ever before.
