Bipartisan legislation preserves a long-standing youth achievement program that promotes service, leadership, and personal growth across the United States.
President Donald Trump has signed into law legislation introduced by U.S. Senator Cynthia Lummis of Wyoming that reauthorizesthe Congressional Award Program, ensuring its operations continue through fiscal year 2028. The measure renews authorization for the board that oversees the program, which is widely recognized as the highest honor Congress bestows on young Americans aged 14 to 24.
The Congressional Award Program has a deep history dating back to 1979, when it was established with the support of former Wyoming Senator Malcolm Wallop. Since then, it has encoureaged young people nationwide to pursue meaningful goals while contributing to their communities. Senator Lummis, who currently serves on the program’s national board, emphasized the program’s role in shaping future leaders through service, personal development, and civic engagement.
How the Congressional Award Works
Participants in the program work towardBronze Silver, or Gold awards by setting and completing goals in four core areas: voluntary public service, personal development, physical fitness, and expedition or exploration. These achievements are designed to foster discipline, leadership, and community involvement. Gold Medal recipients are honored each year at a formal ceremony held at the U.S. Capitol.
Public-Private Partnership Supporting America’s Youth
While created by Congress, the Congressional Award Program operates as a non-profit public-private partnership. It is funded entirely through private donations, with Congress providing in-kind support such as office space, medals produced by the U.S. Mint, and audit oversight from the Government Accountability Office. Today, more than 50,000 young people are enrolled, representing every congressional district in the country.
