Research published by the BTC Policy Institute, using data from a June 2025 Cygnal survey, shows that support for Bitcoin rises sharply when voters understand how it aligns with their personal and political values. This finding arrives at a time when digital assets are playing a larger role in national policy discussions.
Value-Based Messaging Shows Strong Impact
The study found that Democrats, Republicans and Independents each respond to specific Bitcoin narratives that match their priorities. Instead of viewing Bitcoin solely as an investment, the analysis suggests emphasizing its societal benefits.
Democrats resonated most with Bitcoin’s role in financial freedom and inclusion, particularly for underserved communities who face barriers in the traditional banking system.
“When framed as a tool for expanding economic opportunity, Bitcoin becomes far more compelling to Democratic voters,” the report notes.

Both Republicans and Independents were drawn to Bitcoin’s ability to strengthen the energy grid through mining operations and to enable transactions without government interference.
Notably, Independents were twice as likely to own Bitcoin as Republicans and more than five times as likely as Democrats, highlighting their early adoption and stronger exposure to digital assets.
Bitcoin’s Political Relevance Continues to Grow
The digital asset has become more visible in federal discourse in 2025. The current administration has positioned Bitcoin as a vehicle for financial innovation, contrasting with the more cautious approach seen years prior.
However, BTC Policy emphasized an important reminder: Bitcoin is powered by math and code—not by any political figure, ideology, or party.
Policymakers Encouraged to Shift Their Approach
The analysis urges lawmakers to reshape how they communicate about Bitcoin. Instead of emphasizing wealth generation or investment returns, they should educate audiences about shared values such as freedom, inclusion, and technological resiliency.
“Advocacy initiatives should prioritize value-based messaging over appeals to personal financial gain,” the report stated.
The study also highlights Bitcoin’s role in protecting citizens from authoritarian control, supporting democratic principles, and promoting sustainable innovation.
The findings show that Bitcoin carries bipartisan appeal, giving policymakers a rare chance to craft legislation—such as proposals for a Strategic Bitcoin Reserve—that aligns with the values of voters across the political landscape.
