Ethereum Foundation Mandate Defines Role as Steward of the Network
The Ethereum Foundation has released a formal mandate outlining its role in the long-term development of the Ethereum network, describing itself as “one of many stewards” rather than a central authority. The document functions as a hybrid of a constitution, manifesto, and internal guideline intended to clarify the organization’s responsibilities as the ecosystem continues to expand.

According to the mandate, Ethereum’s long-term direction must remain anchored in four core principles summarized as “CROPS”: censorship resistance, open source development, privacy, and security. The foundation states that these characteristics are essential to preserving user self-sovereignty, allowing individuals to control their digital assets, identity, and online activity without depending on centralized intermediaries.
CROPS Principles in Ethereum Development
The mandate stresses that maintaining censorship resistance, open development standards, strong privacy protections, and network security is fundamental to Ethereum’s purpose. The foundation argues that without these properties, the network would lose its defining characteristics.
Ethereum Foundation Stewardship Role
Rather than acting as Ethereum’s governing body, the foundation defines its mission as stewardship. Vitalik Buterin reiterated that Ethereum is designed to enable coordination and technological self-sovereignty without centralized oversight.
The organization said it will primarily focus on ecosystem responsibilities that lack a natural home, including protocol research and security work. Foundation president Aya Miyaguchi noted that the mandate was created to explicitly document principles that have long guided Ethereum’s development but were previously left largely implicit.
