UK Considers Bitcoin Compensation for Victims
United Kingdom officials are facing a high-stakes decision on what to do with one of the largest cryptocurrency seizures in history. Authorities confiscated 61,000 Bitcoin in 2018, worth nearly $7.24 billion today, from fraudsters who defrauded 128,000 Chinese investors. The core question now is whether victims will receive the current market value or just the original investment of around £640 million ($862 million).
According to court documents, the case is being reviewed under the Proceeds of Crime Act, which typically directs seized assets into government funds unless a court orders compensation. Some Treasury officials have privately debated whether the additional $6.4 billion in gains could be used to offset the UK’s budget deficit.
Legal and Political Ramifications
Experts warn the outcome could set a precedent for how seized digital assets are handled. A legal analyst told the press that “if victims only receive the original fiat value, it raises ethical and legal questions about government responsibility in cases where assets appreciate dramatically.”
Other officials have urged caution, noting that keeping the gains could lead to a protracted legal battle with victims. The Treasury has reportedly been instructed not to count the seized Bitcoin in fiscal planning until a court decision is made.
The assets were seized from Zhimin Qian, a Chinese national who ran a multi-billion-dollar fraud between 2014 and 2017 before fleeing to the UK. Police tracked her through her Malaysian associate, Seng Hok Ling, leading to their arrest in 2024. Authorities called it “the single largest cryptocurrency seizure in the world.”
The case comes amid a surge in global crypto seizures, with law enforcement in the U.S., Germany, and Canada also confiscating large sums in recent months.
