Legal Pressure Builds From Two Countries
Telegram founder Pavel Durov faces separate legal battles in France and Russia. French authorities have investigated him since his 2024 arrest at a Paris airport, with charges tied to alleged organized crime and inadequate content moderation. He was questioned again in July 2026. Russia has since escalated matters further, formally charging Durov with facilitating terrorism and placing him on an international wanted list.
About a dozen countries currently block or restrict Telegram, including China, Iran and Russia.
