Chainalysis Sues ICE Over $95 Million Contract Awarded to Rival TRM Labs

Blockchain analytics company Chainalysis has filed a federal lawsuit accusing U.S. Immigration and Customs Enforcement of unfairly awarding a nearly $95 million sole source contract to competitor TRM Labs. The complaint, made public last week, alleges the agency structured its requirements around capabilities that closely matched TRM’s existing products, effectively excluding other qualified vendors from meaningful competition.

Contract Called Largest of Its Kind

The agency awarded the contract to provide forensic blockchain software and investigative support services for federal task force operations. According to the lawsuit, it represents the largest blockchain analytics contract ever issued by the U.S. government, running through mid-2027.

Company Claims Rules Were Changed Mid-Process

Chainalysis argues the agency initially issued a broad information request outlining specific technical capabilities, then later shifted to a different set of requirements when evaluating alternative vendors, without disclosing that switch. The company says it was given only three days and a single page to demonstrate its qualifications, while the agency’s own outline of its needs was significantly longer. Chainalysis contends the agency ultimately justified its decision using criteria that never appeared in the document vendors were told to address.

Dispute Now Before Federal Court

After initially challenging the award through a government oversight agency, Chainalysis withdrew that complaint and escalated the matter to the U.S. Court of Federal Claims. The company is asking the court to block the contract from moving forward and require the agency to conduct a full, open competitive bidding process. TRM Labs has entered the case to defend the award, and a court hearing is scheduled for early September. Neither company nor the agency has issued a public comment on the litigation.
