Why The Lawmaker Backs The Bill
The representative points to financial access gaps in his Detroit-area district, where roughly a quarter of residents are unbanked or underbanked, arguing that blockchain technology could help bridge that divide if given clear regulatory rules. He notes that regulatory uncertainty has pushed about 90% of global crypto trading volume offshore, hurting the U.S. industry’s competitiveness. The bill already passed the House with broad bipartisan support more than a year ago and would reduce reliance on CFTC rulemaking at a time when the agency has lost a significant share of its staff.
Addressing Ethics Concerns Directly
The lawmaker acknowledges skepticism among fellow Democrats over the bill’s ethics language regarding the president’s ability to hold and trade crypto, but argues the president has shown a pattern of controversial dealings unrelated to digital assets and that accountability should be pursued separately from crypto policy.
He frames the bill as creating guardrails for the executive branch rather than removing them. Without congressional action, he warns, digital asset rules would remain dependent on shifting SEC and CFTC rulemaking, which could be easily reversed under a future administration, leaving the industry without lasting regulatory certainty.
