The government approved the rules on July 18 through Government Resolution No. 638, according to Kazakhstan based outlet . Under the framework, miners gain access to electricity quotas at regulated tariffs in exchange for transferring part of their mined crypto assets to Astana Hub, a state-backed technology cluster. Kazakhstan currently ranks fifth globally in Bitcoin mining activity, according to Cambridge’s Digital Mining Industry Report.

To qualify, miners must operate a data center with at least 150 megawatts of capacity and use hardware rated at a minimum of 150 terahashes per second per unit. Applicants also need qualified technical staff, on-site repair facilities, multiple internet contracts and up-to-date tax payments. The rules take effect August 1, 2026.

Asset Transfer Share Remains Unofficial

Approved miners must sign agreements with Astana Hub’s cluster fund and purchase electricity from approved power companies. While the exact transfer percentage of mined assets hasn’t been officially confirmed, local reports have cited a 10% figure. The framework builds on Kazakhstan’s earlier efforts, including the state-backed Alem Crypto Fund launched in 2025.
