Latvia Aims to Have Crypto Asset Tokenization Rules Ready in 2027, Starting With Commercial Property

Latvia could have rules for tokenizing real world assets in place by the first half of next year, according to Economics Minister Viktors Valainis. Speaking on the sidelines of the fintech conference in Riga, he said his ministry is working with the central bank, the Finance Ministry and industry representatives on a framework built to attract investment. He expects the project to stay on the agenda of the next government as a new administration takes shape. Commercial property is a possible starting point, and government bonds are on the priority list too. One deadline has already slipped: an assessment of the legal changes needed for tokenizing real estate was due October 1, and the minister said it is still ongoing.

Why Latvia Is Moving Carefully on Crypto Regulation

Valainis said anti money laundering controls remain a central concern. He does not want a big boom followed by a big collapse, and the government will act only when it is 1,000% sure the solutions are clear and transparent. Members of the Latvian Blockchain Association, which wants to make the country a major Web3 hub in the European Union, take part in working groups and testing. Its members include Kraken, Backpack EU, Indemo, Capitalia, Twino and airBaltic. The economic benefit has not been measured, but his case rests on drawing businesses, investment and tax revenue. Slovenia already issued a 30 million euro digital bond in July 2024 as part of a European Central Bank experiment.

Latvia Crypto Tax Payments and National Bitcoin Reserve Plans

Valainis said about 40 companies were seeking licenses under the EU’s MiCA framework, and that Latvia is also working on a first decision to let people pay personal taxes in crypto, with conversion into euros to be settled later. He renewed his personal support for a small national bitcoin reserve, saying it will happen and that even a modest holding would show the country is moving in that direction. He thinks a first step should be a shared decision at the European Central Bank level, though he would back faster action.
