Pakistan’s Federal Investigation Agency has created a dedicated unit focused on investigating cybercrime and financial fraud tied to crypto marking the latest step in the country’s efforts to build out its digital asset oversight.

New Unit Targets Digital Asset Crime

The investigation unit will focus specifically on cases where cryptocurrency is used in criminal activity, while regulatory oversight of digital assets will continue to fall under Pakistan’s Virtual Assets Regulatory Authority. FIA Counter Terrorism Wing Director Muhammad Athar Waheed reportedly suggested other government agencies establish similar specialized units to address the growing volume of crypto-related crime.

Pakistan’s Growing Crypto Market

PVARA chairman Bilal Bin Saqib said in December 2025 that Pakistan had become the world’s third-largest crypto market based on retail activity. Former Binance CEO Changpeng Zhao, speaking at the same event, suggested Pakistan’s regulatory approach and adoption trends could position the country as a global leader in the crypto industry by 2030.

The new crime unit follows PVARA’s establishment in July 2025, which has since approved licenses for major exchanges including Binance and HTX, signaling Pakistan’s continued effort to formalize its crypto sector while addressing associated risks.
