Russian President Vladimir Putin said Russia is prepared to resume peace negotiations with Ukraine based on earlier agreements reached during talks in Istanbul and Anchorage, while also considering what he described as the current realities on the ground.
Speaking during a government meeting on Tuesday, Putin argued that the negotiation process had previously been interrupted by Ukraine. He said Moscow remains ready for dialogue if discussions move forward using past frameworks already developed during earlier rounds of diplomacy.
According to Putin, the proposed basis for negotiations includes agreements discussed during meetings in Istanbul as well as points raised during talks held in Anchorage, Alaska.
Previous Peace Talks Produced Prisoner Swaps
Russia and Ukraine held several rounds of negotiations in Istanbul last year, including meetings in May, June and July. Those talks resulted in major prisoner exchanges and draft memorandums outlining possible conditions for a future peace agreement.
Putin also referred to later discussions involving the United States and Russia in Anchorage, which reportedly produced a broader peace proposal initially containing 28 points before later being revised.
Reports suggest Ukraine rejected parts of the proposal related to territorial concessions.
Diplomatic Efforts Slowed After Regional Conflict
Additional peace talks between Russian and Ukrainian representatives were held earlier this year under US mediation in Abu Dhabi and Geneva. However, negotiations reportedly slowed after tensions escalated during the US-Israel conflict involving Iran.
Putin also accused Ukraine of carrying out attacks inside Russian territory in an attempt to improve its negotiating position before any future talks begin.
Despite repeated diplomatic efforts since 2022, a final peace settlement between Russia and Ukraine has not yet been reached.
