The attack occurred just before planned visits from US negotiators to both Moscow and Kyiv aimed at restarting stalled peace talks. Ukrainian officials condemned the timing of the strike, suggesting it undermines genuine diplomatic engagement. The blast also damaged nearby historic buildings close to a UNESCO recognized cultural site, with residents describing the force of the explosion reaching several blocks away.
