He noted that conflicts at the staff level often slowed or halted innovation because companies were uncertain which regulator had authority.

New Regulatory Cooperation Measures

Michael Selig, chair of the CFTC, said both agencies are working on new coordination frameworks designed to reduce overlapping oversight. One step under consideration is a memorandum of understanding that would allow the regulators to share information and improve communication.

Officials are also exploring “substituted compliance,” a system that would allow companies to follow one set of regulatory standards instead of navigating duplicative rules from both agencies.

According to the regulators, areas such as prediction markets and crypto protocols are becoming key sectors where coordinated supervision will be increasingly important as financial technology evolves.
