US Securities and Exchange Commission Chair Paul Atkins signaled that regulators are preparing new rulemaking for blockchain-based trading systems, crypto vaults and automated financial infrastructure as artificial intelligence becomes more integrated with digital finance.

Speaking at a technology conference in Washington, Atkins said current securities laws were designed around traditional brokers, exchanges and clearinghouses, while modern blockchain protocols now combine multiple financial functions into a single system.

He explained that onchain protocols can handle trading, collateral management, liquidity routing and settlement simultaneously, creating challenges for older regulatory frameworks.

AI-Driven Finance and Blockchain Infrastructure Gain Attention

Atkins linked the growth of AI-powered financial applications with increasing demand for blockchain settlement systems that can move value instantly and operate around the clock.

He said the SEC should provide clearer guidance through formal rulemaking instead of relying heavily on enforcement actions. The agency is also reviewing hybrid financial models that combine elements of decentralized finance and traditional financial services.

Atkins additionally voiced support for the proposed CLARITY Act, legislation designed to establish a clearer regulatory framework for digital assets shared between the SEC and the Commodity Futures Trading Commission.
