Bipartisan Push on Ethics Language
Senator Thom Tillis, a Republican, and Senator Ruben Gallego, a Democrat, reportedly put forward a counteroffer that would let state regulators, rather than only the US Attorney General, enforce rules stopping federal officials from launching or backing their own tokens. The shift is aimed at easing worries raised by several lawmakers over the bill’s original ethics language.
Democrats Want Stronger Safeguards
Gallego had earlier said that ethics, consumer protection, illicit finance, and conflict-of-interest rules needed to be tougher before he could back the measure, though he pledged to keep working with Republicans.

Narrow Path to 60 Votes
With Republicans holding a slim edge and one senator absent for health reasons, GOP leaders need Democratic support to clear the 60-vote threshold.
