South Korea Unveils Roadmap to Launch Full Tokenized Securities Market by 2027
South Korean financial authorities have released a detailed roadmap aimed at transforming the country's capital markets through securities tokenization, with plans to begin rolling out the system starting February 2027. The initiative, led by the Financial Services Commission and Financial Supervisory Service, aims to expand tokenization beyond fractional investment products to cover traditional securities such as stocks, bonds and investment funds.

The initiative, led by the Financial Services Commission and Financial Supervisory Service, aims to expand tokenization beyond fractional investment products to cover traditional securities such as stocks, bonds and investment funds.

According to officials, the long term goal is to completely modernize the country’s capital market infrastructure through greater digital connectivity, positioning South Korea among the more advanced markets globally in adopting blockchain-based securities trading.
A Three-Phase Rollout Strategy
The first phase, launching in early 2027, will focus on institutional-grade products including money market funds, bonds and unlisted stocks held through trust structures, along with publicly offered fractional investment securities. The second phase will expand tokenization to all publicly offered securities, while the final phase aims to establish onchain payment infrastructure connected to stablecoins. Officials noted that the timing for these later phases will depend on how the initial rollout performs, along with broader technology adoption and pending stablecoin-related legislation.
To manage risk, individual investment subscriptions will be capped, and companies issuing tokenized securities will need to meet minimum capital requirements along with strict technology and cybersecurity standards.
Part of a Broader Regional Push Toward Tokenization
South Korea’s plan follows similar efforts across Asia, where regional interest in tokenized assets and stablecoins has grown rapidly.
Japan recently announced its own long term blockchain settlement system for government securities, while Singapore has finalized new regulations governing stablecoin issuance, reflecting a broader regional shift toward integrating traditional finance with blockchain technology.
