Exchange Used False Legitimacy to Lure Victims

According to prosecutors, Shih operated BitShine as a front for illicit activity, having once registered the platform with Taiwan’s Financial Supervisory Commission to appear legitimate. The group reportedly worked with organized crime affiliates to convert victims’ cash into USDT before transferring the funds overseas. Between January 2024 and April 2025, authorities estimate the group laundered more than $71 million, with victim losses totaling around $39 million.

Compliance Process Manipulated to Pass Verification

Local reports revealed that Shih hired compliance officers unaware of the scheme to design the exchange’s identity verification procedures, then used intermediaries to coach fraud participants on how to pass those checks, allowing victims to complete verification and purchase cryptocurrency. Fourteen suspects, including Shih, were indicted in August 2025, with prosecutors initially seeking a 25-year sentence.

Ruling Comes Amid Tighter Crypto Oversight

The sentencing follows Taiwan’s recent passage of a new law establishing formal regulations for the crypto industry, including licensing requirements for trading platforms and stablecoin issuers, along with stricter rules on cybersecurity and asset protection.
