UK Faces a Choice on DeFi: Regulated Gateways or a Silo Under FCA Crypto Rules

The UK is nearing a decision on whether decentralized finance should grow through regulated gateways or be confined to a silo. DeFi is software that lets people borrow, lend and trade directly without a bank or broker. Under the Financial Conduct Authority's proposed crypto rules, regulated platforms must execute customer orders only on FCA authorized venues. That aims to keep overseas firms out of the UK market, but decentralized protocols have no person behind them who could be authorized. No rule bans DeFi integrations outright, yet the FCA will apply the same standards as centralized trading, which could amount to a de facto ban once authorization is required from October 2027.

The UK is nearing a decision on whether decentralized finance should grow through regulated gateways or be confined to a silo. DeFi is software that lets people borrow, lend and trade directly without a bank or broker. Under the Financial Conduct Authority’s proposed crypto rules, regulated platforms must execute customer orders only on FCA authorized venues. That aims to keep overseas firms out of the UK market, but decentralized protocols have no person behind them who could be authorized. No rule bans DeFi integrations outright, yet the FCA will apply the same standards as centralized trading, which could amount to a de facto ban once authorization is required from October 2027.

How the EU and US Approach DeFi Regulation

Other regions are exploring ways to connect regulated firms with DeFi. The European Securities and Markets Authority has proposed allowing it in a regulated and transparent setting. In September, the US Securities and Exchange Commission granted an Innovation Exemption for peer-to-peer trading of tokenized stocks. The UK government says it wants to lead the world on digital assets, which is hard if British firms are cut off from the infrastructure markets are built on.

Why Regulating the Gateway Beats a Ban

The FCA worries that customers may not realize they have left a protected environment, that firms could dodge obligations, and that DeFi carries financial crime risks. The author argues these call for clear disclosures and firm responsibilities, not prohibition. A ban would push activity beyond the regulator’s view, while regulated platforms could warn users, require consent, curate protocols and report incidents.
