He credited SEC Chair Paul Atkins and CFTC Chair Michael Selig for advancing policy and creating a more stable regulatory environment.

While the industry can progress without the bill, Perkins said passing the CLARITY Act would lock in regulatory clarity, making it harder for future administrations to reverse course.
