App Designed as a Payment Fallback Option

The ECB first outlined the standalone digital euro app in an October 2025 progress report, describing it as a backup option in case bank apps fail and a way for users to switch payment providers without having to learn a new system. That same report noted that both bank and non bank payment providers had opposed making support for the app mandatory.

Pilot Program and Ongoing Privacy Concerns

The digital euro is the EU’s proposed central bank digital currency, intended to work alongside cash as a public digital payment option across the euro area. On July 14, the ECB selected 36 payment service providers to take part in a 12-month pilot set to begin in the second half of 2027, testing the system ahead of any final decision on issuance. The project has drawn criticism from privacy advocates and lawmakers concerned about potential government surveillance of payments, though the ECB has said privacy safeguards will be built into the system.
