Law Targets Rising Scam Losses

The legislation bans the ownership, operation or management of any kiosk that exchanges US currency for cryptocurrency. Lawmakers cited FBI data showing Americans lost more than 11 billion dollars to digital asset scams in 2025. Hawaii residents alone filed 826 crypto-related fraud complaints that year, with statewide losses reaching approximately 80 million dollars.

Following a Broader National Trend

Hawaii’s ban follows similar restrictions already enforced in Indiana, Tennessee and Minnesota, which began cracking down on crypto kiosks earlier this year. Other states, including Delaware and New Jersey, have proposed similar bans that have not yet been signed into law, while South Dakota and Wyoming have opted for stricter regulations rather than outright bans.

Dozens of Kiosks Still Operating

According to CoinATMRadar data, 57 crypto ATMs and kiosks remain active across four of Hawaii’s main islands as of this week, all of which must cease operations before the October 1 deadline.
