In its Financial System Stability Assessment, the IMF noted that stablecoins have played a central role in Brazil’s crypto market expansion. The report found that cross-border crypto flows have been steadily rising, with stablecoin purchases showing two to three times greater sensitivity to global economic shocks compared to traditional portfolio investment or foreign direct investment.

Regulatory Gaps Remain

While Brazil’s central bank has already introduced measures to regulate crypto asset service providers, the IMF said gaps persist in areas including customer asset protection, stablecoin issuance rules, and anti-money laundering compliance. The report described Brazil’s crypto market as large, fast-growing, and increasingly connected to the traditional financial system.

Recent Regulatory Action

In April, Brazil’s central bank issued a new resolution amending rules for electronic foreign exchange providers, barring the use of digital assets for certain cross-border payment and transfer services. Under the updated rules, transactions between these providers and foreign counterparts must go through standard foreign exchange channels or non-resident real accounts.
