OCC Chief Says Final GENIUS Act Rules Coming by November

About the GENIUS Act

Signed into law in July 2025, the GENIUS Act establishes a regulatory framework for payment stablecoins in the US, requiring coordinated rulemaking from multiple agencies, including the OCC, Treasury Department, FDIC, and Federal Reserve Board.

Other Regulators Still Behind Schedule

While several agencies have published proposals and gathered public comments on GENIUS Act implementation, most had not finalized their rules by July, despite a January 18 statutory deadline for completion. That delay has raised concerns about regulatory uncertainty for stablecoin issuers as the law’s effective date approaches.
