The legislation, titled “On Digital Currency and Digital Rights,” will go through its second and third readings, according to Anatoly Aksakov, chairman of the State Duma Committee on Financial Markets.

Investment Limits Built Into The Bill

The draft law sets clear caps on crypto activity for everyday investors. Non qualified investors would face a 300,000 ruble, roughly $3,800, annual limit on crypto purchases made through a single intermediary, along with a 100,000 ruble cap on transfers sent abroad. Qualified investors would get considerably more room to operate, with purchase limits set at 3 million rubles and a 1 million ruble limit on outbound transfers.

A Legal Framework For Crypto Activity

If the bill clears both remaining readings, it would give Russia a formal legal structure covering investor protections and cross-border crypto transactions. The core provisions are expected to take effect on September 1, assuming the legislation passes as planned. Aksakov said the bill is designed to create legal conditions for using crypto inside Russia, and would also let companies supplying goods to the country use crypto assets without facing overly strict legal or legislative barriers.
