Ethics Language Remains A Sticking Point
The counteroffer followed Senate Republicans circulating a new draft of the bill a day earlier. Democratic negotiators reportedly met Monday afternoon to work through concerns, particularly around ethics provisions. Critics say the revised language would still prevent state attorneys general from directly suing or taking enforcement action against the president, while allowing a government ethics office to clear senior officials to maintain crypto business ties.
Republicans Say Little Room Remains For Changes
One lead Republican negotiator argued Democrats kept requesting further concessions despite the bill being ready for a vote. A White House crypto adviser said Republicans had already addressed most Democratic objections, suggesting any remaining edits were minor. Tuesday’s procedural vote requires 60 senators to advance the bill toward further debate and eventual consideration in the House.
Industry And State Officials Split On Support
A major blockchain trade group backed moving forward, saying the industry had made real concessions to build bipartisan support. However, other groups pushed back, including a gaming association concerned about prediction market rules and a multistate coalition of attorneys general who said the bill would limit their enforcement power over online scams. Banking groups separately continued pressing for stricter stablecoin reward restrictions.
