Solana Policy Institute CEO Gives CLARITY Act Just 10% Odds Before Midterms

Solana Policy Institute CEO Miller Whitehouse Levine says the window for passing the CLARITY Act before November’s midterm elections is closing fast. Speaking at the Wyoming Blockchain Symposium, he put the odds of passage before the midterms at around 10%, describing the bill as currently stuck in legislative limbo while the Senate remains on recess.

Prediction Markets Slightly More Optimistic

His outlook is notably more pessimistic than prediction markets. Polymarket currently prices year-end passage odds at 21%, while Kalshi traders put it at 23%, down sharply from 50% just a month earlier.

More Stakeholders Making the Bill Harder to Pass

Whitehouse Levine noted this marks roughly the sixth attempt at a US market structure bill, with growing involvement from traditional finance complicating negotiations further. Banks remain concerned about stablecoin yield provisions, while securities and derivatives firms are focused on protecting their own business interests, adding more competing voices to an already difficult process.

Regulators Urged to Act Without Waiting for Congress

With confidence in Congress fading, Whitehouse-Levine said regulators should move forward independently rather than wait for legislation. He pointed to the SEC’s newly proposed “Regulation Crypto Assets” framework as a step in that direction, adding that his organization will now focus on pushing for regulatory pathways around token fundraising and onchain securities trading.
