An industry source said late Monday that negotiators had finally landed on an ethics provision after months of back and forth. Word of the agreement was first shared by reporters covering crypto policy, though it was noted that Democratic lawmakers had not yet seen the actual text.

What Led to the Deal

The provision was discussed during a July 16 meeting between Trump, Republican Senators Bernie Moreno and Cynthia Lummis, and White House crypto adviser Patrick Witt. That meeting ended without a final agreement, but the president gave his approval later on Monday.

Ethics Has Been the Sticking Point

The legislation, known as the Clarity Act, would create the first comprehensive federal framework for regulating digital assets, splitting oversight between the Securities and Exchange Commission and the Commodity Futures Trading Commission. Ethics rules limiting how presidents, lawmakers and other officials can profit from crypto holdings while in office have remained the central dispute, with Trump’s memecoins and his family’s venture, World Liberty Financial, at the heart of the debate. Financial disclosures released last month showed Trump earned millions tied to that company.

What Comes Next

Bill text is expected within days, after which the full Senate could vote. Lawmakers have until early August to act. If passed, the bill would return to the House before heading to Trump’s desk. One source said a longer wait for the text could actually improve chances of bipartisan support.

Separately, White House crypto adviser Patrick Witt said his planned departure for National Guard training has been postponed, while his deputy, Harry Jung, announced he will leave his role in two weeks.
