In a Wednesday Truth Social post, Trump said the signing would not happen until Congress passed the SAVE America Act first — a voting bill that would require proof of US citizenship to register to vote. Critics say the measure would block eligible citizens from voting.

What Was in the Housing Bill

The housing legislation included a provision stopping the Fed from issuing or creating a CBDC or any similar digital asset through the end of 2030. It also carved out an exemption for stablecoins, specifically allowing dollar-denominated currencies that are open, permissionless and private.

The bill passed the Senate 85-5 on Monday and cleared the House on Tuesday, with bipartisan support. Democratic Senator Elizabeth Warren, who co-sponsored the bill, said Congress had “actually passed something good.”

Could Crypto Bills Be Next in Line to Stall

The bigger question now is whether Trump’s stance could also delay crypto market structure legislation. The Digital Asset Market Clarity Act is still waiting for a Senate vote and would reshape how financial regulators oversee digital assets. Trump said in May he wanted to sign a future-proof crypto market structure bill into law but his current position throws that timeline into question.

If Trump vetoes any bill, Congress can still override him with a two-thirds majority in both chambers.
