Republicans Secure Long-Sought CBDC Restrictions

A key section of the bill prevents the Federal Reserve from directly or indirectly issuing a CBDC or any digital asset that is substantially similar to a CBDC. The provision marks a significant victory for Republicans and crypto supporters who argue that a government-backed digital currency could increase financial surveillance and central control.

Senate Banking Committee Chairman Tim Scott welcomed the bill’s passage, calling it a win for families pursuing the American Dream.

Stablecoins Exempt From Ban

The legislation also exempts dollar denominated stablecoins, allowing digital currencies that are open, permissionless and private. The CBDC language closely mirrors Representative Tom Emmer’s Anti-CBDC Surveillance State Act, which passed the House in 2025 but stalled in the Senate.
