China-Russia Energy Cooperation Takes Center Stage

Energy ties are expected to dominate talks between Xi and Putin. Russia is pushing for progress on the Power of Siberia 2 gas pipeline project, though pricing disagreements continue.

China remains Russia’s biggest buyer of oil, including pipeline and sea-borne shipments, despite Western sanctions. Russia also agreed in 2025 to increase annual oil exports to China through Kazakhstan.

While China presents itself as neutral in the Russia-Ukraine war, Western countries continue urging Beijing to pressure Moscow. However, analysts believe China sees Russia as a key long-term strategic partner and is unlikely to shift its position.
