Zelenskiy Opposes Non-Voting EU Role

In a letter sent to senior EU leaders, including European Council President Antonio Costa and European Commission President Ursula von der Leyen, Zelenskiy argued that Ukraine should not be left “voiceless” inside Europe.

He said political conditions had changed after the departure of Hungarian Prime Minister Viktor Orban, who had strongly opposed Ukraine’s EU ambitions. Zelenskiy stressed that Ukraine had made progress on democratic and economic reforms despite the war and deserved equal treatment.

EU Membership Debate Continues

The German proposal also included gradual budget access, security guarantees and non voting roles in EU institutions. However, several diplomats reportedly questioned whether associate membership is legally possible, while others favored focusing directly on Ukraine’s path to full EU membership.
