He said Vice President JD Vance could sign on behalf of the United States and claimed broad regional support for the agreement.

Key Issues Remain Unresolved

The proposed deal reportedly includes guarantees that Iran will not develop or acquire nuclear weapons. Iran is seeking the removal of international sanctions, access to frozen assets and recognition of its role in the Strait of Hormuz.

Despite diplomatic progress, military tensions remain high. Recent U.S. and Iranian strikes have continued, while fighting linked to the wider regional conflict has added pressure on negotiations. Israel also stated it is not a party to the proposed memorandum, although discussions with Washington continue.
