Stablecoins Set For Cross-Border Trade Role

Developed alongside the central bank and the Astana International Financial Centre, the decree focuses on modernizing Kazakhstan’s payment infrastructure by allowing digital assets and stablecoins to support cross-border settlements, potentially aiding the country’s export and import activities. The government also aims to shift crypto activity away from unregulated foreign platforms, encouraging citizens holding digital assets abroad to disclose and transfer them to licensed domestic providers. Individuals using regulated platforms would receive tax incentives, including a proposed exemption from personal income tax on crypto-related earnings.

New Energy Options For Mining

The decree also addresses Kazakhstan’s mining sector by allowing associated petroleum gas and natural gas from oil fields to be used for independent electricity generation when not needed for state purposes, with that power directed toward digital mining operations. Kazakhstan ranks third globally in Bitcoin mining hash rate. The country has also introduced a separate “70/30” energy model, letting data centers and miners access up to 70% of newly created power capacity.

The decree further outlines plans to develop tokenized financial instruments and domestic trading infrastructure. MAIDD Minister Zhaslan Madiyev said the goal is to position Kazakhstan as a hub for global capital and expertise while maintaining transparency and protecting market participants.
