Maharashtra Explores Tokenizing State Assets to Fund Infrastructure Growth

India's richest state, Maharashtra, is drafting a policy to bring government owned assets onto blockchain, starting with a possible tokenization of its electricity transmission infrastructure. Praveen Pardeshi, CEO of the state policy body MITRA, said the plan could allow investors to hold a share of the steady fee income generated by transmission lines while giving the state fresh capital to build new power lines and solar storage facilities.

India’s richest state, Maharashtra, is drafting a policy to bring government owned assets onto blockchain, starting with a possible tokenization of its electricity transmission infrastructure. Praveen Pardeshi, CEO of the state policy body MITRA, said the plan could allow investors to hold a share of the steady fee income generated by transmission lines while giving the state fresh capital to build new power lines and solar storage facilities.

Addressing a Power Pricing Gap

Pardeshi explained that Maharashtra often has surplus solar power but lacks enough grid capacity to move it where needed, forcing distribution companies to pay high prices during peak demand despite cheaper power being available at other times. He suggested tokenizing 40% to 50% of the transmission assets could help fund the infrastructure needed to close that pricing gap.

Broader State Push Into Blockchain

The proposal is part of a wider tokenization effort in the state, which is also drafting a separate law focused on blockchain-based property tokenization. Pardeshi pushed back against concerns that the plan amounts to privatization, saying the goal is to broaden public participation in infrastructure funding while keeping assets under government control.
