While the administration has taken some targeted actions in recent months, including restrictions tied to national security concerns and human rights issues, these steps were seen as measured rather than confrontational, timed well ahead of the summit to avoid provoking Beijing. Analysts note this pattern mirrors past US-China summits, where tough rhetoric often preceded meetings, only to be walked back afterward. Trump and Xi are set to meet at the White House this week, followed by a state dinner with senior officials and business leaders.
