At Least 13 Killed as Ukrainian Drone Strike Hits Russian City of Nizhnekamsk

At least 13 people, including a child, were killed and 39 others injured in a Ukrainian drone attack on the Russian city of Nizhnekamsk, marking one of the deadliest civilian tolls inside Russia in recent months. Ukraine’s military confirmed targeting the TANECO oil refinery operated by Tatneft, located in the Tatarstan region roughly 800 kilometers east of Moscow, reporting that a fire broke out at the site.

Russia Opens Terrorism Investigation

Russian investigators launched a criminal case, describing the strike as a terrorist attack and stating that residential areas were hit alongside the industrial facility. Tatarstan’s regional head declared a period of mourning following the attack, according to the local mayor. The refinery, previously struck by Ukraine earlier this year, is a major processing facility producing large volumes of gasoline and diesel fuel annually.

Part of a Broader Campaign on Russian Energy Infrastructure

Ukraine has intensified strikes on Russian oil refineries in recent months as part of an effort to disrupt fuel supplies and increase pressure on ordinary Russians, though authorities say earlier shortages have largely eased. The attack came a day after both sides reported deadly strikes elsewhere, with casualties reported in both Ukraine’s Kharkiv and Russia’s Belgorod region. Both countries maintain they do not target civilians.
